Racing Clubs seek broader review of Industry

The Tasmanian Racing Club (TRC), Tasmanian Trotting Club (TTC) and the Hobart Greyhound Racing Club (HGRC) today called for the Independent Review into the Office of Racing Integrity (ORI) to the broadened to include Tasracing.

“It is pleasing to see Minister Howlett take this first step and we welcome her announcement of a Review by an independent expert. However, we firmly believe that the best interests of the Tasmanian Racing Industry would be better served if the review was broadened to include Tasracing”.

“In our view, a review of only the Racing Regulation Act 2004, will not deliver the transformative structural change that the Tasmanian Racing Industry so desperately needs”.

“As the operations of ORI and Tasracing are intrinsically linked with many cross-over and shared activities between the two entities, we strongly support a common-sense approach that delivers a thorough review of these government-run racing organisations”.

“This sensible approach would necessitate a broader scope for the Independent Review of the Industry with input from all participants across the Tasmanian Racing Industry”.

Tasmanian Racing Club welcomes Labor Party’s Racing Policy

The Chief Executive Officer of the Tasmanian Racing Club, Brendan Blomeley, today welcomed the Labor Party’s election commitment to conduct an independent review of both Tasracing and the Office of Racing Integrity and to cap the State Government’s take of the Point of Consumption Tax at $7 million with the balance raised being reinvested in the industry.

 “This is a welcomed policy announcement by the Shadow Racing Minister, David O’Byrne, and the TRC is pleased with the bi-partisan acknowledgement of the important role the racing industry plays in the Tasmanian economy,” Mr Blomeley said.

 “We are particularly pleased with the Labor Party’s commitment to conduct an external independent review into the governance, roles and operations of both Tasracing and the Office of Racing Integrity, as this is something the industry has been keen to see occur for some time,” said Mr Blomeley.

 “It is pleasing to see Industry being promised a larger share of the Point of Consumption Tax as the revenue from the Point of Consumption Tax is significantly derived from the racing industry. It is therefore appropriate that the State Government returns a fair share of this revenue back to the industry,” Mr Blomeley said.

 “The TRC also warmly welcomes the Labor Party’s commitment to deliver a 20% increase in stakes money over the next four years, as we know that stakes money drives the industry,” Mr Blomeley concluded.

Tasmanian Racing Club welcomes the Liberals’ announcement of Stakes increase

The Chief Executive Officer of the Tasmanian Racing Club, Brendan Blomeley, today welcomed the announcement by the Minister for Racing, the Hon. Jane Howlett MLC, of the Liberals’ election promise to “increase stakes money across all three codes by 6 per cent in the 2021-22 financial year and at least 16 per cent in total over the next four years”.

“This is a welcomed announcement by the Government as stakes money drives the industry,” Mr Blomeley said.

“For the Tasmanian Thoroughbred Racing Industry to be competitive and hold our own with comparable thoroughbred racing in other jurisdictions, such as Country Racing Victoria and Racing South Australia, stakes money must be on an even footing,” said Mr Blomeley.

 “The Tasmanian Racing Industry is a significant employer with the economic multiplying effect positively contributing to our community,” Mr Blomeley said.

 “Whilst today’s announcement is warmly welcomed, to ensure continued success of the Tasmanian Thoroughbred Racing Industry, stakes money must be at the same level as that being offered in comparable jurisdictions,” Mr Blomeley concluded.

Elwick racetrack investigation warmly welcomed

The Chairman of the Tasmanian Racing Club, Mr Andrew Scanlon, today warmly welcomed the announcement by the Minister for Racing, the Hon. Jane Howlett, of an independent investigation into the causes behind the loss of important race meetings at Elwick and Mowbray.

“The TRC is delighted that the Minister has acted swiftly in organising an immediate, thorough and independent investigation into maintenance failings at the racetracks,” Mr Scanlon said.

“The Minister deserves to be congratulated for listening to the Industry and acting decisively,” said Mr Scanlon.

“The comprehensive Terms of Reference, tight reporting timeframe and appointment of the highly regarded Mr Dale Monteith to head the independent investigation is welcome news to the Industry. I am confident the findings will assist in ensuring the long-term viability of thoroughbred racing in our state,” Mr Scanlon said.

“The recent announcement of racetrack managers from Flemington and Moonee Valley coming down to lend their expert assistance is also welcomed news for the Industry,” Mr Scanlon concluded.

“I am optimistic the increased expertise and work on the Elwick track will ensure the three race meetings in late January and early February, including the Hobart Cup, will be highly successful and enjoyable events,” Mr Scanlon concluded.

Elwick racetrack needs more work

The Chairman of the Tasmanian Racing Club, Mr Andrew Scanlon, today confirmed the decisions to cancel tomorrow’s rescheduled race meeting and transfer the January 8 meeting to Mowbray, had been made so the Elwick racetrack could undergo extensive repair and restoration work.

“This should enable the track to be in pristine condition for the major race days of the Summer Racing Carnival in late January and early February,” said Mr Scanlon.

“I am disappointed we have lost these two race meetings, but our track needs more time and work to be fully ready for the major part of our Carnival,” Mr Scanlon concluded.

Elwick racetrack maintenance falls far short

The Chairman of the Tasmanian Racing Club, Mr Andrew Scanlon, today expressed his frustration with the need to cancel today’s Tasmanian Guineas Race Day at Ladbrokes Park Elwick, on account of serious track maintenance failings.

“Frankly, it is beyond my comprehension that such obvious maintenance failings of the racetrack have been allowed to occur and this has resulted in the cancellation of today’s race meeting,” Mr Scanlon said.

“Today was a big meeting for the Club with the listed $100,000 Tasmanian Guineas and two other $30,000 feature races on the nine-race card. The fact that it was called off at the eleventh hour is also an obvious failing,” said Mr Scanlon.

“With the Hobart Cup scheduled for 7 February, these serious maintenance failings need to be addressed as a matter of urgency. As such, I call for an independent, immediate and thorough investigation as to what is actually going on with track maintenance at Elwick as it is apparent major mistakes are being made,” Mr Scanlon said.

“This $12.5 million track was only opened eleven months ago and it really is disappointing that we are now in the position of cancelling race meetings due to poor track maintenance,” Mr Scanlon concluded.

Racing Clubs Unite in Call for Stakes Increases

The three southern Tasmanian Racing Clubs, all based at Ladbrokes Park Elwick: Tasmanian Racing Club (TRC); Tasmanian Trotting Club (TTC) and the Hobart Greyhound Racing Club (HGRC), have jointly commissioned a Research Paper supporting the Industry’s call for an increase in stakes money.

Stakes money is the major driver of the racing industry. As a significant employment generator, any increase in stakes money has a corresponding ‘knock-on” effect to the wider Tasmanian economy.

The Club-commissioned research paper clearly demonstrates that over the past decade there has been an almost 100% increase in costs associated with the operations of Tasracing, from $11.6 million in 2010/11 to $22.5 million in 2018/19.

Over this same period, Code Allocation to industry has only increased by $4.5 million, from $22.3 million in 2010/11 to $26.8 million in 2018/19.

Tasmanian racing industry response to Coronavirus (COVID-19)

All Tasmanian race meetings, barrier trials and trackwork (including access to licensed training stables) in Tasmania across all three codes will not be open to the public (including owners) effective immediately and until further notice.

While total attendance at many Tasmanian race meetings, barrier trials and trackwork is likely to be less than 500, Tasracing has determined that a blanket approach should be taken by Tasracing, the Office of Racing Integrity (ORI) and the host clubs.The Tasmanian racing industry has a responsibility to support the actions taken to minimise the impact of Coronavirus (COVID-19) in the wider community.

The decision was taken following a discussion with all Clubs across the three codes today.Attendance will only be provided to essential personnel, which on raceday is restricted to the following:- Tasmanian Office of Racing Integrity
- Stewards
- Veterinarians
- Trainers, Jockeys, drivers, stablehands
- Licensed greyhound participants with a runner at the race meeting
- Barrier attendants, starters and essential track staff
- Clerks of the course
- Judges and sectional timing teams
- Weighing room staff and jockeys attendants
- Raceday event staff and security including horse stalls, mounting yards and float car park
- Club Doctor and ambulance services
- Farriers and other essential service providers approved by Tasracing and host race clubs
- Broadcast services including race caller and limited media presenters
- Restricted racing media as approved by Tasracing and the race club
- Restricted operational race club staff and managementNo on-course wagering facilities will be available and essential personnel will be required to leave the racecourse after their horses or greyhounds have run.Access will not be permitted to any essential personnel that:- Are suffering from coronavirus symptoms or is otherwise unwell.
- Have been to a country considered at higher risk of COVID-19 in the past 14 days, currently mainland China, Iran, Italy and South Korea.
- Are subject to self-isolation requirements imposed by the Government.
- Have been in close contact with a person suspected or confirmed to have coronavirus.

Further, if any essential personnel are in a high-risk group such as older people or people with underlying illnesses that make them more vulnerable to respiratory disease, including those with diabetes, chronic lung disease, kidney failure and people with suppressed immune systems, that person should not attend race meetings, barrier trials or trackwork (including accessing licensed training stables).

Enhanced hygiene measures will also be implemented throughout Tasmanian racecourses.These restrictions will be reviewed on an ongoing basis in consultation with ORI, the Clubs and other Industry bodies.Tasracing will continue to keep all industry participants advised of any developments.

Little Bee Family Race Day Activities Cancelled – Race Meeting to proceed

The Tasmanian Racing Club has announced that the Little Bee Family Race Day Activities, planned for Sunday, 29 March, have been cancelled due to recently announced public health measures.

“Earlier today, the Minister for Education, the Hon. Jeremy Rockliff MP, announced Precautionary Coronavirus measures in Tasmanian Schools. These measures, following the latest advice from Public Health, require schools to adopt social distancing measures and to cancel public gatherings, such as assemblies and fetes or fairs,” said Tasmanian Racing Club CEO, Brendan Blomeley.

“This means that the Little Bee Family Day activities planned for Ladbrokes Park Elwick on Sunday, 29 March, will now not proceed,” Mr Blomeley said.

“Although the Family Day has been cancelled, the 29 March Race Meeting is still going ahead - including the Salters Hire Junior Fashions on the Field Competition,” said Mr Blomeley.

“Be assured, the safety and wellbeing of our members, guests and employees has always been, and will remain our top priority and we encourage everyone to remain calm but vigilant at this challenging time,” Mr Blomeley said.

“Be assured that all reasonable steps are being taken to mitigate against the risk of transmission of infection within Ladbrokes Park Elwick,” Mr Blomeley concluded.

Schweppes Tasmanian Derby Day Joint Statement


The Schweppes Tasmanian Derby meeting scheduled for Friday 31 January has been postponed for 24 hours with the eight-event program to be held on Saturday due to forecast high temperatures and hot winds of up to 70kmh.

The decision to postpone the meeting was a joint one made by Tasracing, the Office of Racing Integrity and the Tasmanian Racing Club (TRC).

Tasracing CEO Paul Eriksson said the welfare of animals and industry participants was paramount when considering the options.

“We took into account a number of factors and impacts but ultimately the welfare concerns took precedence over other matters,” said Tasracing CEO Paul Eriksson.

“We have delivered the track on time, on budget and it is ready to race, but we have no control over the weather.”

The TRC has spent many months planning the launch of Elwick’s new $12.5 million StrathAyr track, with several function rooms booked for the occasion but club chairman Andrew Scanlon was fully supportive of the decision.

“I support the decision that animal and participant welfare comes first and the close to 40 - degree temperature forecast was definitely not conducive to staging a race meeting,” Mr Scanlon said.

“The meeting will go ahead on Saturday and everything we had in place for Friday should remain for Saturday, with the exception of the Carbine Club luncheon, which will not be affected by the change.”

Trainers and jockeys have been advised that the meeting has been rescheduled. The Australian Trainers Association and the Tasmanian Jockeys Association were consulted and were supportive of the decision.

Tasmanian Hall of Fame mentor Bill Ryan who prepares Still A Star, the odds-on favourite for the Tasmanian Derby, said: “It’s great that our administrators have put the horse’s welfare first and while it is probably going to be a bit costly for the race club to make the switch, it is in the best interest of all concerned.

“It would have been very taxing on my filly to make the trip by float in extreme heat from Longford to Hobart and then have to contend with 70 kmh hot winds and a temperature that is expected to reach close to 40.”

Victorian-based rider jockey Anthony Darmanin, who is Mystic Journey’s regular rider, has a full book of eight rides at the meeting and he too has praised the decision to reschedule.

“I agree with the decision 100 per cent because we have to consider the horse’s welfare and that of the industry participants before anything else and having the meeting Saturday could work out to be a plus in terms of turnover,” Darmanin said.

The first race Saturday is scheduled to start at 12.20pm with the last of eight at 4.35pm.

To celebrate the grand re-opening of the Elwick racetrack and to recognise change of date, TRC CEO Brendan Blomeley said entry on the day would be free.

“The Schweppes Tasmanian Derby stands alongside the Ladbrokes Hobart Cup as one of Tasmania’s premier race days and this year, with the opening of the $12.5m re-developed racetrack, we extend an invitation to all Tasmanians to visit and enjoy quality thoroughbred racing,” Mr Blomeley said.

The Tasmanian Thoroughbred Racing Industry

 “The Tasmanian Racing Club was appalled by the distressing footage of the mistreatment of thoroughbred horses, recently aired by the ABC.

“There is no excuse for this type of behaviour.

“We believe the welfare of our animals is paramount. People involved in thoroughbred racing in Tasmania love their horses.

“The Club strongly supports the introduction of new welfare initiatives here in Tasmania and across Australia.

“Increased funding from prizemoney for initiatives such as Tasmania’s Off The Track (OTT) program are very important and are welcomed by our Club.

“Thoroughbred racing is a major global industry. It directly and indirectly employs 5,500 Tasmanians.”

The Committee of the Tasmanian Racing Club (TRC) has announced the appointment of Brendan Blomeley as the new Chief Executive Officer (CEO) of the Club.  

Mr Blomeley was selected from a strong list of applicants and will begin the role on 23 September.   

TRC Chairman Andrew Scanlon said “We are delighted that Brendan has accepted the role. He has both the skill set and passion to lead the Club and thoroughbred racing in Tasmania into a bright new future.”   

“Brendan has worked at the highest level of stakeholder and community engagement throughout his career, both locally and interstate, and enjoys a strong record of building effective teams and sustainable partnerships,” Mr Scanlon said.  

Mr Blomeley holds an MBA and is a Fellow of both the Australian Institute of Company Directors and of the Institute of Managers and Leaders. Brendan is also an Alderman on the Clarence City Council and a Director of the Clarence District Football Club.   

“I am excited to be joining the Tasmanian Racing Club at a time of enormous potential. With a new track and excellent facilities, I look forward to working with the Committee, the TRC team and all stakeholders on elevating Hobart’s premium racing events, attracting new Members and ensuring quality race day experiences,” Mr Blomeley said.

Stage 3 (home straight) – on program 

•New retaining wall installation is complete

•Track irrigation is complete and operational

•Stormwater main and pits are being installed

Stage 4 (eastern bend) - on program

•New storm water holding dam, pump station and rising water main is complete, tested and commissioned

•Track irrigation is complete and operational

•Storm water mains and pits being installed

•Sand deliveries to the growing medium mixing pad are complete

The new Tasracing Turf will be a mixture of StrathAyr Blue grass and Rye Grass and will be a fantastic finish for the track when completed.

After a successful Hobart Cup our CEO Shayne Stevenson has resigned to take up a new employment opportunity. We thank Shayne for his service to the Club and wish him all the best for the future.

TRC Committee Member Suzie Jacobson has kindly agreed to be acting CEO on a part time basis. This arrangement will be in place for the next two to three months while the Committee assess future resourcing needs of the Club.
